I never used a doduo before on my team, because I never knew it could learn fly. I really want to use him, but I don't know if it's possible to get him before the elite 4. Can someone help me out.
Yes! Doduo can be found on Routes 26 and 27, the routes before the Elite 4. If you look hard enough, you'll hopefully eventually encounter one.

You actually find him earliest in the johto safari zones rocky beach area, northwest of cianwood, which is accessed after the olivine gym leader returns to the gym.
