It connects to the sea and there's no tall grass on it, but the text that appears on the top left of the screen when entering the route appears on a background typical of land routes, and its Japanese name doesn't contain the word "sea". I'm pretty sure all routes that connect to the sea and have no tall grass are called sea routes, and even some that do have tall grass are considered sea routes.

Because Game Freak wanted it that way.

I'm not sure,but possibly when they first designed the game, maybe it had tall grass/didn't connect to the sea? Or maybe Game Freak is just like "Oh, even though all the other routes that connect to the sea and have no tall grass are sea routes, THIS ONE ISN'T."

Pretty sure that it's just Game Freak.
