It would depend on the order in which the game processes the attack, the effect, and the ability.  My gut reaction is that Magician would be processed after the attack is completed, meaning the removal effect from Knock Off would have already been completed, yielding the Magician user no item to swap.  But that's just an assumption.

Delphox going first would probs ko opponent below one hit if not focus sash but if then hitmonlee uses knock off it would simply take its leftovers off and at the end of the turn delphox would steal hitmonlees held item if it still had one. plus delphox facing a life orb hitmonlee would most likely ko'd and this is RU rating so the Pokemon pool availabity is very limited in RU.

If magigican delphox has sitrus berry and opp used knock off first before delphox moving, sitrus berry would be gone obviously and if delphox still standing then it would steal opponents held item at the end of the turn.
because its held item was gone.

For a start this was hard to explain since you wanted it to be used for RU smogon rules. So in detail heres how it would really look.

Lets imagine this was Delphox's stats

Delphox @ Leftovers
Ability: Blaze
EVs: 252 SpA / 26 Def / 232 Spe
Timid Nature
IVs: 0 Atk
- Protect
- Grass Knot
- Calm Mind
- Psybeam

Cause its holding Leftovers and its fast it'll go first.. Opponent uses KNOCK OFFin this cause it'll be last because delphox is quicker. Below is an example of opponents stats:-

Hitmonlee (M) @ Focus Sash
Ability: Unburden
EVs: 252 Atk / 4 SpD / 252 Spe
Adamant Nature
- Knock Off
- Blaze Kick
- Fake Out
- Rapid Spin

Because Delphox goes first, it'll most likely go for ko attack psybeam... hitmonlee has focus sash which will give it a chnce to hit bk...

Focus sash just been used and delphoxs magician doesn't get to work simply because it works at the end of a turn and taking on an item is very risky as you might get toxic orb flame orbs or choice items. If hitmonlee had life orb then psybeam would be beneficent and worth it but chances are someone would simply switch and sacrifice hitmonlee so it can rapid spin.

Could you explain exactly how this response answers the question? You've indicated that Magician would not work against a consumed Focus Sash, but what about everything else?
ok sure but this is ru tier its not covering nu/ou/ubers or anything else this question was specifically aimed at RU tier gameplay on pokemon showdown tiers... the movepool of pokemon is extremely limited to around 4-6 not 200..
That's better (still, it may help to test this since it seems to come from your own experience only). Also, the RU tier is not limited at all; 4-6 Pokemon don't constitute a Smogon playable tier at all. There are dozens of Pokemon in the RU tier, and the restrictions in the tier allow Pokemon from NU and PU, and everything else that isn't formally tiered. There are potentially several hundred different Pokemon to choose from; and even if there weren't, it shouldn't matter in the context of this question. The fact it's in RU doesn't change how Magician or Knock Off interact, nor does the amount of Pokemon available in it.
you've got a point, I'm just gonna leave it at that, really cba to edit stuff. doesn't matter it speaks to the issue at hand anyway, this just a game not an exam; lol
