This depends on what generation you're playing.
If Stoutland is on your Gen V game, then it is only possible to breed your Stoutland's egg move if it is male. If it's male, you must find a female Stoutland to breed it with as offspring always inherit the mother's species. If your Stoutland is female, you must breed it with one of the Pokemon here, given they are male and have Ice Fang.
In Gen VI, however, egg moves can be inherited from the father and the mother. So, if your Stoutland is male, find another female Stoutland to breed it with. If it is female, any viable Pokemon will do.
