This isn't a problem with your Quilladin. The move, Rollout, is a move that is consecutively used for 5 turns that increases power. You can't command Quilladin (or any Pokemon which can learn Rollout) during the five turns, but that doesn't mean it's not obedient. For more about the move, check http://bulbapedia.bulbagarden.net/wiki/Rollout_(move) to find what you need. Thank you!

>Rollout deals damage for 5 turns, doubling in power each turn. The move stops if it misses on any turn. If it doesn't miss, Rollout will deal 30, 60, 120, 240 and 480 base power damage each turn respectively.

When Rollout is used, the Pokemon that used it can only use Rollout for five turns or until the move misses.

Rollout works that way. It keeps using it, building up power, until it misses or gets KO'd.
