How will I evolve my Feebas into Milotic with prism scale in Pokemon x?

The Prism Scale method is a trade evolution. Have the Feebas hold the Prism Scale, then trade it. Voila, Milotic.

Feebas is not found in X/Y unless in a Friend Safari, so that will have to be found on GTS or Wonder Trade. The prism scale, however, is located in Couriway Town, near the bottom left at the place with the dude selling Fresh Water. Use the Dowsing rod to find it. Then trade a Feebas holding the prism scale to evolve it.
