Okay, so you're missing the Defense IVs. Because of this, you probably don't want to use a defensive Eeveelution, which would miss those Defense IVs when it's tanking hits. This rules out Umbreon and Vaporeon, both of which do best in a defensive role.

Now while the other Eeveelutions usually run offensive sets, they have horrid Speed and usually take hits before they can attack or while setting up. Because of this, you shouldn't use these Eeveelutions either, as they will benefit from having the Defense EVs to take those hits better. This rules out Sylveon, Glaceon, Leafeon, and Flareon.

The remaining Eeveelutions are Jolteon and Espeon. These two would be the best for these IV's, because they are both fast special attackers that rely on outspeeding while taking no damage in return. And they both have bad Defense, so the IVs probably wouldn't make a big difference as to whether they survive a physical attack or not.
