Why is Core Enforcer only 140 base power as Devistating Drake, but Moongeist Beam 180 as Never-Ending-Nightmare?

Both moves have 100 base power, but, according to the DB, different Z-Power stats. Is there some explanation to this?

Because Game Freak wanted it that way. Unless there is some pattern to this that I'm unaware of.

Pretty sure there's no pattern and they decide separately for each attack.
