Why is HM04 Strength not working to move heavy boulders in Fiery Path?

So I'm playing Omega Ruby and I'm in the fiery path and May already gave me HM04 strength and I taught my Linoone how to use it, but when I try to move the boulder it won't give me a yes or no option to move it. Does anyone know how to make HM04 strength work?

In order to be able to use Strength to push boulders outside of battle, you have to beat Flannery in Lavaridge Town. If you haven't beaten Flannery, Strength can only be used as an attack.
