To get the shiny charm, do I see all Pokemon or catch all of them?

So do I or do I not catch them or see them, you get the idea on the name of this question

To get the Shiny Charm, you need to catch all of the Pokemon. However, you do not (To my knowledge) need to get any of the event legendaries in order to get the Shiny Charm.
