The only way to get Cyndaquil with Flash Fire in Sun and Moon is by transferring from Pokemon GSC VC via the Poke Transporter, an application for the Pokemon Bank that allows you to transfer from Gen 1 and 2 VC games and Gen 5 to the Gen 6 and 7 games, the former is guaranteed to have the hidden ability of the transfered Pokemon. Though both applications are not available for new users after March 27, 2023, following the shutdown of the eShop on the 3DS. The only way to get both applications after that date is by homebrewing your 3DS.

Island Scan Pokemon are not able to initiate SOS Battles, which are the only way to get Hidden Ability Pokemon in Sun/Moon. As such, the only way to get HAs on Island Scan Pokemon is to wait for PokeBank to be updated, when people will be able to transfer from X/Y/OR/AS.
