In HeartGold and SoulSilver, the Dubious Disc can be found on Route 42. In order to get to it, you will have to go into Mt. Mortar's east entrance and, once inside the cave, use Rock Climb to get to the higher level, and then leave Mt. Mortar through the exit that was above the entrance you came in.
