Why won't my Charmander listen to me?

I was playing leafgreen and for some reason, my charmander won't listen to me.

Did you trade for it? Or was it your starter?

The only possibility I can think of is that if you perhaps used a cheat code to make your Charmander shiny, it messes with the Pokémon and it'll act as a traded Pokémon, hence why it isn't listening to you. Not saying you did that, though.

In most cases, the Charmander might have came from a trade. If you do not have the correct number of badges, Charmander won't listen to you at a certain amount of levels.
