How to access the battle shop in Pokemon ruby?

Hi. I beat the champion in Pokemon ruby, and I went to the battle tower, but I dont know how to spend my battle points. I talked to all the npc in the area, and I even tried seeing if I can surf nearby to go to the islands, but I couldn't find anywhere that I can spend battle points.
Please help me.

Apparently, you can't buy stuff with BP in Ruby or Sapphire.

In Pokémon Ruby and Sapphire, a prize will be given away after each set of seven matches. A single, random prize will be given away, depending on the length of the player's winning streak. In Pokémon Emerald, like all other facilities in the Battle Frontier, Battle Points are awarded instead of prizes.
