How do I get running shoes in Pokemon Emerald?

Hi. I started playing Pokemon Emerald because Deoxys is my favourite mythical and I know you cannot find it in Ruby, so I play Ruby and Emerald. But I can't get running shoes in Emerald. I know your mom should be at your door and gives you running shoes in Ruby, but in Emerald, she wasn't at her door. So where do I get them?
