I want to make my Totodile a fast physical sweeper and also you can add in if the stat drinks and the feathers affect ivs or evs.

You can EV train in speed in the cave near the lab of professor kukui, you can knock out zubats and digletts because there they are very common and for attack ev you can go near the daycare and knock out mudbray, also very common. I haven't understand what you are asking about stat drinks and feathers but I can say that they affect EVs and not IVs.
