Can a Kanto Vulpix evolve into a Kanto Ninetales in Alola?

Yes, if you have a normal Vulpix and you give it a Fire stone it will always evolve into normal Nintales and Alolan-Vulpix will always evolve into Alolan Ninetales. However the only way to get a normal Vulpix in Sun/Moon is by trading it from another game.

Vulpix evolves through contact with the Fire Stone, not Sun Stone.
