When does the wind at Route 13 come in X and Y?

I've noticed that when I go to Route 13, sometimes the wind will be blowing, and sometimes it won't. Is it a timed event, or is it simply random? And if it's the former, around what time(s) of day does it usually come?

From what I have read about Route 13 and it's wind at several different websites I can only assume that the wind has no set time but appears randomly. The are no mentions of set time periods that the wind will either be there or not be there at any of these sites Source, Source and Source which I read to get information about the topic.

If I had a shorter message to type, I would, but Thank You! is 10 characters on it's own, so just hitting return and then a period brings it up to 12, so I prefer using it. Besides, I don't really like typing Filler like that unless I need to.
