When I was reading through about Parasect, this one Pokedex entry in Ultra Sun said that "the bug is mostly dead, with the mushroom on it back". Honestly, that throws me off. In other words, is Parasect a living Pokemon? Or am I seeing something different? (Besides the game and the anime)

No. It's possessed by the Mushroom on it's back. So it's basically a Zombie.

The large mushroom on its back controls it. It often fights over territory with Shiinotic.

A mushroom grown larger than the host’s body controls Parasect. It scatters poisonous spores.
