Does running in tall grass increase your encounter rate as opposed to walking?

I've always thought this and never really questioned it. I think I remember hearing this somewhere?

It always seemed to work for me, but this may have been just me imagining it.

I tried searching this online, but couldn't find a clear answer.

Running through the tall grass increases the encounter rate of Pokémon. Running past trainers that can turn also draws the attention towards the direction you are running past them.

No problem, I actually never knew running past trainers caught their attention. Played through half of Black before learning about it from an NPC...
If you bike through it does it increase your chances even more?
The Bulbapedia article doesn't have a citation though…
