Why did I encounter Barboach in tall grass?

Question

Recently was trying to fill out the Pokedex in Pokemon Sword and many of the Pokemon I need are in the Stony Wilderness part of the Wild Area. While trying to run through tall grass, I got into an encounter with a Barboach. Since I was nowhere near water I thought this was weird, so I'm asking this. Note that it was raining.

You can encounter magikarp in the tall grass next to the wild steelix if it's raining

It’s weird, but you can encounter one in tall grass.
