I want to know why it is the only one that can evolve. I mean, besides Necrozma.

Necrozma isn't an Ultra Beast. It also doesn't evolve.
I agree with Hellfire Taco on Necrozma, Necrozma experiences two form changes; it does not evolve. And it is also not an Ultra Beast.

Technically, Necrozma, Solgaleo, Lunala, Cosmoeg, and Cosmog are legendary Pokemon, not Ultra Beasts, as sugggested by the game and the devs. As we learned from the ultra warp ride, the white wormholes, or worlds, contain one Ultra Beast that lives in that environment. So, Poipole comes from Ultra Megalopolis, and we don't know where Blacephalon and Stakataka came from, so, I believe they gave us Polipole as so to be weak and for us to take the time to evolve it, so like the Magikarp of the Ultra Beasts, and that is all thanks to the dev's choices.

So, essentially, I think Polipole evolves because the devs wanted it to.

Other Ultra Beasts do not evolve because they are Mythical Pokemon and are in the 'undiscovered' egg group, meaning they cannot breed. I believe that the developers intended Poipole to be a unique Ultra Beast, similar to the uniqueness of Type:Null, which is a downgraded form of Arceus (hinted at in the RKS system, which sounds like Arceus when spoken aloud).

Ultra Beasts aren't technically mythical. Mythical Pokemon are event exclusive.
