You could use Snorlax. He's got great special bulk, and he can sponge Mega-Manectric's attacks.

Snorlax @ Leftovers
Ability: Immunity
EVs: 252 Atk / 4 Def / 252 SpD
Careful Nature
- Earthquake
- Pursuit
- Zen Headbutt
- Curse

EarthQuake, with the given EVs, should 2HKO Manectric. Pursuit is to hurt him if he tries to switch out, which is probable. (I'm pretty sure pursuit works with volt switch) Zen headbutt is coverage. You could use body slam, though. Curse if your opponent gives you time to set up.

Still, he won't last long without rest, his main recovery move.
You could therefore use a RestTalk Set!
(here's one, if you've never heard of it)

EVs: 88 HP / 176 Atk / 132 Def / 112 SpD
Adamant Nature
- Rest
- Sleep Talk
- Double-Edge

there is nothing stopping Mega Manetric from using volt switch and switching to a pokemon that can deal with snorlax easier. They could easily send out a ghost or fighting type and quickly level snorlax! Remember, most Mega Manetrics are pivots.
I put pursuit in there to help deter manectric from switching, but you're right. Snorlax is too slow to use it before manectric uses volt switch. still, manectric can't do much to hurt him.

This probably goes without question but Im guessing you already tried a ground type Pokemon. I don't see Manetric knowing any Grass or Water type moves, but then again I haven't checked lately.

Hidden power grass and ice are pretty common on him.
however, smogon says that ground types like hippodon counter it easily

According to smogon, These Pokemon counter Mega Manetric:

Faster: Mega Sceptile, Mega Beedrill, Mega Aerodactyl, and Choice Scarf users like Infernape, Krookodile, and Terrakion
Ground types: Krookodile, Gliscor, Nidoking, Seismitoad, Gastrodon, Hippowdon, and Mamoswine
Dragon Types: Hydreigon, Mega Altaria, Latias, and Mega Latias
Specialy Bulky mons: Alolan Muk and Blissey
And residual damage (because it has no healing meathods)

Most of those get destroyed by HP Ice.
not if you use them correctly. they have high special def/ are faster/ have hp ice hit neutrally. did you even try these with the suggested method? or do you just assume that smogon is wrong? smogon studies pokemon methodically.
pokemon like krokodile and mega sceptile can out-speed manetric and take it out in 1 hit. Seismitoad, gastrodon, and mamoswine have hp ice hit neutrally, and can 1 shot manetric. Other ground types can survive 2 hits and can 1 shot mega manetric. Dragon types take multiple hits and can 1 shot manetric. Muk and blissey are just too bulky to be ko'd by manetric. Residual damage is good against pivots.
