I know that they’ve at least released shinies for the Bulbasaur and Charmander line in Go (not sure about Squirtle), and Molthree’s question about shiny starters in Quest got me curious about Go.
Yes you can get a shiny starter Pokemon. This applies to the Pikachu too.
