Where is the "Draco Plate" In Pokemon Platinum?

I'm trying to create a dragon type team in my Pokemon Platinum game but I can't find the Draco Plate to boost the power of my dragon moves, does anybody know where the Draco Plate is? If so please tell me

Location of draco plate:

1. Behind the statue of Dialga/Palkia in the Eterna city.
2. In a bulging wall in the The Underground.
