Why are event pokemon unusually weak?

I mean, my shiny Raikou and my Celebi are quite a bit weaker (statwise) than my Landorus, and have practically the same EVs. Is this just a coincidence, or are event pokemon weaker than all the rest?

Event Pokemon have intentionally weak IVs so that they wouldn't overpower other pokemon.
That's the reason they had different stats than your Landoros.
