Does rustling grass decrease the encounter rate of regular grass?

Whenever grass starts rustling, I always ride my bike to get to it. But I've noticed that I rarely encounter anything as I get to it, since biking through grass actually increases the rate. Is this because of the rustling grass mechanic, or am I just lucky?

You're just lucky. Phenomena (Bubbles, dust clouds, etc.) do not change the encounter rate of normal Pokémon in their respective encounter zones.
