Nope, Base Set Clefairy is only available as a holo, just like Venusaur/Charizard/Blastoise and others in the set. It's the only basic Pokemon with an evolution to be available as a holo in the base set, Clefable wasn't introduced in the TCG until Jungle or BS2 in Japan.
