Can you get enough coins in Goldenrod for Sandshrew without playing Voltorb Flip?

Question

i'm playing soulsilver again after several ill-fated incomplete attempts, and I want a sandslash on my team. however, I seem to have misread the dex page - turns out that sandshrew only appears in the wild in heartgold, and that I need to get 700 coins at the game corner for it in soulsilver. problem is, my copy of the game is broken [i got it off the internet and it's prone to freezing up. I think it might be a bootleg of some sort], and trying to play at the game corner just softlocks the game. is it possible to rack up 700 coins without playing voltorb flip? I can't seem to find a reliable source on how many coins you can pick up in the overworld.

Also are you sure you want to use Sandslash, even if there are stronger Pokemon like Nidoqueen and Nidoking?

yeah, a while after posting this i realised that the safari zone isn't listed as a location on its pokebase page for whatever reason. i'm not enthralled since i hate safari zone catching, but i'm glad i can grab it at all.
i know that sandslash might not be the best ground-type in johto, but i have a big soft spot for it because its design reminds me of sonic and i'm a big dork full of nostalgia.

PokemonDB's location guide misses a fair few encounter methods. Safari Zone, Wild Area roaming spawns, gift Pokemon, etc. are missing on quite a few pages. Bulbapedia has the most complete location guides, though using that website has gotten more and more irritating over the years. :|
I can't answer the question directly, but if you ever do get Voltorb Flip working (have you tried both the Goldenrod and Celadon locations?) then you can use this solver tool to make grinding coins a bit easier: http://www.voltorbflip.com/

Unfortunately, according to Serebii, you can't get coins outside of playing Voltorb Flip.

In addition to this, the coin exchange has been removed so you can no longer purchase the coins in order to play the game.

Other sources such as this and this also confirm that the only way to get coins is via Voltorb Flip. Sorry, but you're out of luck.
