Whos that girl with the marill doll in the picture with eusine?

The picture is on bulbapedia you can find it if you look up eusine she seems to be from the manga but I dont read the manga so if you know who she is please let me know

That would be the mom of one of the main characters from the Pokemon Adventures manga, Crystal. Her and Eusine have never actually interacted before, the artist just likes making drawings of a couple of main or supporting characters and their Pokemon together on occasion.
