For example, the Competive Dex on this site says that Rapidash's Wall stat is 215, higher than its Physical Sweeper stat of 205.

So, what moves and EVs does a Pokemon need to be considered a Wall?

It really depends.

That list is based on stats combined. So a Pokémon’s Speed + Attack combined is it’s Physical Sweeper score. Since Rapidash’s base HP + Defense + Special Defense totals to 215, that’s its score as a wall.

Anyway, for a wall, you want to invest in defensive stats. Usually you will max out HP, and then the rest of the EVs are based on the Pokémon’s stats. For example, Chansey is considered an excellent wall, usually carrying 252 HP, 252 Def, and 4 SpDef with Eviolite and Bold. The problem with the question is that walls will have different EV spreads than other walls. Chansey runs 252 Defense because of its horrible defense stat, but another wall that has low Special Defense may run 252 HP, 4 Defense, and 252 Special Defense. Other times a wall may run something like 252 HP, 128 Def, and 128 SpDef. The list goes on and on.

For moves, well, usually walls carry a status move. Toxic Stalling is very common on walls since you can chip away at your opponent without worrying about dealing good damage yourself (since walls are not known for their offensive presence). Will-O-Wisp also works, as it cuts the opposing Pokémon’s attack in half, which can help a wall overcome its weakness to physical moves. Thunder Wave is also used for supporting your team, if your team struggles against a faster Pokémon. Then you have a move, usually STAB or Knock Off, so you don’t get shut down by Taunt. On Pokémon that have bad offensive stats, Night Shade/Seismic Toss will be used for decent damage. Protect is quite common on walls with Leftovers/Black Sludge for a free turn of healing. Entry hazards and recovery moves are used on some wall Pokémon as well.

So really, it all depends on the Pokémon for EVs/movesets. It’s more about the base stats/niches of a Pokémon. Take for example Incineroar. It makes a great tank (a defensive Pokémon that can deal good damage) due to Intimidate and Will-O-Wisp.
