It’s not incredibly rare, but it’s not incredibly common, either. It is 10% on route 5, 10% in the stony wilderness(thunderstorm), 10% in the dusty bowl(normal weather), 30% at the giant’s mirror(thunderstorm), and 30% from shaking trees anywhere in the isle of armor. It’s best too look for it at the isle of armor, and if you can’t access it go to the giant’s mirror if it is a thunderstorm or just go to route 5
