In Pokemon Sw/Sh I encounter a Lv. 40 wild Falinks in Route 8. I sent out my Lv. 39 Cinderace against Falinks. The Falinks is already at red HP and has the paralysed status condition. No matter how many Poke Balls and what kind of Poke Balls (Dusk/Timer/Ultra Balls or whatever) I have thrown at it, it always breaks out of the Poke Balls as if the catch rate is 3 (most legendary Pokemon have that catch rate), while Falinks has a catch rate of 45.

Why does this happen? Is there some sort of new mechanic introduced in Gen 8 that caused the wild Pokemon's catch rate to be significantly lower than usual?

P.S.: Not sure if this also happens in other Pokemon games released for the Nintendo Switch (BD/SP and S/V), and this thing does not happen in Gen 7 or earlier games. And also this question does not concern about very strong-looking wild Pokemon that I can't catch due to not having enough Gym Badges.

Sword and Shield introduced a new capture formula that makes it more difficult to capture Pokemon at a higher level than your active Pokemon. This also occurs in Brilliant Diamond and Shining Pearl

During normal wild battles, if the player has not obtained the Dragon Badge/Beacon Badge and the wild Pokémon's level exceeds the level of the player's Pokémon currently in battle, the difficulty [factor] becomes 410/4096 (~0.1×). After attaining the badge, it is permanently set at 1.

Does that mean you have 1/10 the chance of catching a Pokemon even 1 level above yours?
