How can a level 1 gastly learn destiny bond?

Gastly learns destiny bond at level 44 but I have seen people with level 1 gastlys with destiny bond. (I know there's breeding but how would it breed the move down?)

Additionally, if both parents know a move that the bred Pokémon can learn via level-up, it will inherit that move.

Just have both parents know Destiny Bond. If you’re breeding two Gengars and they both know Destiny Bond, so will the child Gastly.
