For example Pyukumuku and Wobbuffet (Mirror Coat doesn't count). No status moves because, they, well, don't get STAB :P.

If its a pre evolution move, it's still possible for the Pokemon to get the move, so Kakuna would be able to get STAB. Btw this also includes event moves.
I would say no because it can have Poison sting from a Weedle. I might be wrong though. I'm not an expert on this kind of stuff.
Does Smeargle count, since it can use Sketch to Sketch a normal type move?
I would tend to say no because you don't get STAB from Sketch itself.

Beldum lacks STAB in multiple games?

Does transferring Pokemon to the same gen but in a different game count? For example, you can have a move tutor teach Metapod Bug Bite in HGSS, but you can't in Platinum.

Gliscor can't learn STAB moves by level up in gen 4, but by TMs it can learn. (I don't know whether the question is asked for the moves learnt by level up or overall)
