Nope. It's power is 40. It is usually 80 yes, due to the 100% critical hit chance, but there are still ways around it. For instance, if a pokemon has the ability battle Armor, that would negate the critical hit, leaving it at 40. It has that starting base power for calculating reasons, but it's not automatically 80, it just frequently becomes so.
