No problem. The hard part is step 3/4, encountering Team Rocket is really difficult, I’ve been waiting for twenty minutes for them to show up and they are not.

I finished that quest, and I saw the pattern.
Rocket balloons appear every 6 hours, at 6 PM, 12 AM, 6 AM, and 12 PM, and they last for 20 minutes while the game is open. There is a 50% chance of Jesse and James.
