I Know that Fateful Encounter is an Event unlocker and be Obtained at the Mystery Gift but how can you even Encounter one like SHAYMIN?
As you said, it's only by event. If there was (and WAS and WILL BE too) Shaymin-event, it's place will be Fateful Encounter. These events are from Ranger games (download special mission, then send to D/P/Pt or D/P/Pt/HG/SS).
