Why isn't Baton Pass in the "usually useless moves" section in the formats that bans Baton Pass?

Baton Pass is banned in many formats on Showdown. So, why isn't Baton Pass in the "usually useless moves" section if you can't use that move in a format that bans Baton Pass?

It is still a good move usable or not, and showdown doesn't put banned moves in the useless section.
