After you defeat Norman, you will go to Wally house and you will get surf.
well i don't know too much about ruby but i know all about sapphire and if it's the same go to wally's house in petalburg and talk to his father he will give it to you
after beating gym 5 : Norman, go to wally house, then talk to wallly's father
