Do certain natures and personalities have a better chance of appearing when hatched in different locations?

Nope, it's always random. I'm pretty sure all the Pokemon details like IVs/nature are decided as soon as you receive the egg.

Yup, I've tested. I kept on hatching the same Minccino egg and it ALWAYS had a Brave nature.
