When do you receive the PokeRadar in BDSP?

The Poke Radar can only be obtained after you have seen every Pokemon in the Sinnoh Region Pokedex which is fairly far into the game already. Head to Pal Park and talk to Professor Oak to receive the Poke Radar after you have completed the requirement. Once you have obtained the Poke Radar, it can used by selecting it from your bag or by accessing it through the quick tool menu at any time while you are adventuring.

so you dont need to catch the pokemon? Just seeing it? Also does this include national pokedex?
