Say I switch my Crobat in after another fainted. Am I able to use mean look and it triggers blocking my opponent's attempt to switch out to something more advantageous? I know it doesn't have priority like pursuit, but I'm curious if it works like this.

No. Mean look has regular priority but switching out has higher priority than mean look, so you will use mean look on whatever they switch into.
Unless your opponent is already trapped by a trapping move/ability, there isn't a way to deny them a switch.

Manually withdrawing a Pokémon happens before all moves, except Pursuit if it is targeting the Pokémon that is switching out.
