The least sketchy site I could find was this on Pokemoncardcenter.com. Scamadviser.com, a site that collects customer reviews and gives accurate representations of a site being a scam, gives Pokemoncardcenter an 81/100, and shows very few customer unsatisfactory ratings. It doesn't look like there are any official preorder locations online.
