Why won't Synchronize work on Groudon in Emerald?

I’m using adamant synchronize Natu in the front of my party trying to get adamant Groudon. I have caught him 17 times with no success. Am I just crazy unlucky, doing something wrong, or some glitch I don’t know about?

In Emerald, Synchronize does not affect the nature of stationary Pokémon like legendaries.
