I've gotten three lost satchel quests from someone named Norm. A lot of these seem too generic to be what real people are putting in as their names, if you pay attention to the variety of people's names in previous generations. I haven't gotten any names that appear to be a different language either.

You have to turn on wifi in the settings of the game.

Before you allow WiFi on Legends Arceus, all the names belong to NPC’s.

After allowing WiFi, you get names from real, random players.

Source: I didn’t turn on WiFi on my Switch to prevent updates for a while, and when I did and allowed wifi connectivity in-game, it went from basic NPC names to real names in different languages and memes.
