How exactly are Lost Satchel’s determined?

I found a lost satchel with the exact same name as my friend’s IGN. It’s just Kc so I imagine not many people have the same name. What were the odds of me randomly getting hers? Are the odds boosted by people in your switch’s friend lists? How does it work when it gives you a list of potential satchels to be picked up?

It might not have been your friends, two letter names are pretty common, you should ask if you found it in the same place they died

It would make sense if the game is more likely to give you satchels from your friends list, but I have no confirmation.
