I've been trying to catch a shiny alpha lucario for a week and never got one. I'm confused if its shiny locked or something. iIdon't think it is because I caught an shiny alpha alakazam before. I'm trying to fill my boxes up with every shiny Pokémon in the game (i got the legendries as a shiny from pkm go). can someone help me please?

Not a full answer but no, it’s not shiny locked. You’re just getting unlucky
No, make sure you leave the area each time you check it because PLA rng don't change once you enter an area

Simple answer: no.
All alpha Pokèmon not in outbreaks are set spawns, and can be shiny. Keep up the hard work; I feel you.

It's not an "alpha Pokemon that's shiny locked": anything above 224 in the Hisui dex (where the legends are) is locked out of being alpha, in addition to their PLA appearances being locked out of shiny.
