Why is Zamazenta in Gen 8 Ubers?

Question

Zamazenta seems almost like a defensive Zacian. It has superb defenses, good Attack, amazing ability, great defensive and offensive typing, fantastic Speed, and good HP. Why is it not in AG like Zacian?

Also, why is Hero of Many Battles in Ubers? It looks like it's outclassed by Necrozma-DM in every way.

If I had to guess, it's because Zamazenta has good defenses, but not much to take advantage of them. It doesn't have reliable recovery like Dusk Mane, doesn't have that great of a move pool, limiting it's options, and it's attacking stats are lacking compared to other things in AG. On the other hand Zacian is a force to be reckoned with. With Swords Dance at it's disposal, an ability that gives it a +1 Atk boost every time it switches in, and a Hero form that can run sets such as Choice Band, there's few things that can switch into Zacian safety, and even then, it has options to take care of most of them. As for why H-O-M-B is Ubers, I'm guessing it was too strong for OU. These are just guesses though, I don't know for certain.

When one first sees Zamazenta's well-rounded stats, it may look like an excellent Choice item user; however, Zamazenta is unfortunately hindered by a poor typing and an even worse movepool. Despite having several serviceable coverage moves, Zamazenta can't piece them together in any threatening combination. Therefore, it can't consistently break through defensive cores using common Pokemon such as Ho-Oh, Necrozma-DM, and Zygarde-C. Zamazenta's STAB Close Combat also has low PP, which common physical walls such as Xerneas, Zygarde-C, Necrozma-DM, and Eternatus easily exploit. Despite Dauntless Shield and high stats, Zamazenta is paradoxically fragile and struggles to find defensive utility. Lacking reliable recovery or other support options, it cannot take repeated hits from common physical attackers such as Zekrom, Groudon, and Marshadow. Other Choice item users such as Dracovish, Calyrex-I, and Urshifu-S should be considered long before Zamazenta.

Zamazenta-Crowned is Ubers because it was too strong for OU. A Pokemon being too powerful in one tier doesn't necessarily make it good in the next tier. As a matter of fact, it was suspect tested for OU, but it was still deemed too powerful.
