Under what circimstances will Technician boost Electro Ball?

My question is does tactician still effect electroball if my speed is higher than my opponent causing the power of the skill to increase.

For moves with variable power, Technician will only apply if the power is 60 or less when used. For example, Low Kick and Grass Knot will only get a Technician boost if the target's weight is 110.0 lbs. (49.9 kg) or less.

More than 100%, or exactly 0 40
50.01% - 100% 60
33.34% - 50% 80
25.01% - 33.33% 120
0.01% - 25% 150

Electro Ball will be affected by Technician if the opponent’s speed is 50.01+% of the user’s, or if the opponent’s speed is 0. Hope I helped!
